Anyone can get started with Arduino for around $25, assuming one has access to a computer. Most programming is done via Arduino's downloadable IDE.
Start with getting a simple program running - blink an LED, read a switch, etc - before you dig into CAN interfacing, so you can get familiar with the source code -> compile -> flash -> run workflow.
You can get solid core #22 wire and strip the ends. Or you can get a little plastic box with a whole bunch of precut #22 wires.
