Only experiences created by age-verified users can enable Spatial Voice Chat. Enter such an experience, and you'll likely see other users milling about with microphone icons next to their user name.

Click on the chat menu in the top right corner of the screen. Click on the microphone icon to enable voice chat. Make sure your microphone is plugged in and turned on.
