New York Gov. Kathy Hochul has called for criminal charges to be filed and arrests to be made after an autopsy report determined Black inmate Robert Brooks’ fatal beating at the hands of correctional officers in December to be a homicide.

The death of Robert Brooks, the state prison inmate who was beaten by guards at Marcy Correctional Facility, has been ruled a homicide by a medical examiner. Charges remain unfiled against any of the 18 people that the state Department of Corrections and Community Supervision has named in its review of the incident.

An attorney representing Robert Brooks' family says the Onondaga Medical Examiner’s Office ruled his death a homicide.
