Microsoft Edge now includes all the essential features needed to replace your third-party PDF reader software.

The current PDF facilities within Microsoft Edge are much more basic, with the ability to add text and draw on documents, highlight passages of text, and not much else.

In other words, Adobe Reader won't let you add text. What you need is a program that's a little more accommodating, PDF-wise. Try Foxit Reader 4.3, which allows you to add text to any PDF.
