A third-party custom ROM developer has posted Lineage OS 21 custom ROMs for the Galaxy S3 and the Galaxy Note 2. These custom ROMs are based on Android 14.

The custom ROM was created for the Galaxy S7, S8, and Note 8. The ROM allows owners of these older devices to enjoy many of the improvements found in Android 13.
