With a blue badge you can park really anywhere on the prom front or sea facing roads but getting a space is tricky! There are car parks set back a little, one being behind the Palladium Wetherspoons if you google that. There is also quite a large car park behind the "Victoria" shopping arcade and one by the Church - again if you google map those you'll see they are in a very central area.

No, you are ok to fish at the pier, which opens at 8:00 am till 10:00 am summertime. You can get a day pass, no set limit from the cafe at pierhead £5.00 per person.
