The answer is both yes and no: Officially, no. Unofficially, yes. When you pay for beach parking (whether by day pass or season pass), you've entitled yourself to park for a day at the beach. For the most part, neither the parking attendants nor beach staff care one iota what you do after you park, or how much - if any - of your day you actually spend sitting on the beach. I've parked here plenty of times while spending at least part of (up to most of) the day walking around Galilee. And yes, I've parked here for Block Island a couple of times. The first time I did, I specifically asked the parking attendant if that was acceptable and was told they don't see any reason why it wouldn't be; paying for day parking is paying for day parking. Overnight parking at the beaches isn't allowed, however, so you can only really do this for a normal day trip where you'll be back later the same day (and before too late in the evening).
